The Vistarian Dagger can be obtained at the smiths in Ironport and Riverville. There is no Vistarian Sword.

The smith in Ironport is located in the building named Barion Arms

Yes, they should be obtainable. You have to buy them from a Vistarian shopkeeper (so Riverville or Ironport atm).
