Automatic Arrest happens even if you're not in combat with the Magic Council

What were you doing before bug occurred: I was just server hopping to find more bounty hunters to kill for the storyline.

Steps to reproduce: Have a bounty and rejoin the game without being in combat I guess

I’m pretty sure that you accidentally combat logged.
