That was kind of the point, it showed how humans progressed beyond what Prometheus gave them by evolving their magic. Now humans have always had circle casting so there’s basically no major progression of magic besides magic types being rediscovered and slightly fancier magic circles (the AA magic circle is so barebones I don’t know if there was even any progression there)

Spirit weapons don’t bring spirit energy out of nowhere, the user still has to use their own spirit energy to cast attacks, it’s not the gods spirit energy they are using. This is the same with magic circles, humans were blessed with the ability to conjure magic (essentially becoming magic weapons themselves), however humans still need to have spirit energy to use attacks and such, thus it wouldn’t matter if non-magic users were given a magic weapon they still wouldn’t really be able to do much because they still lack spirit energy to conjure magic in the first place
It’s like if god made every human have a built in cybernetic gun on their hands, a second gun would do absolutely nothing to help someone without the ammunition to fire it in the first place
