I think Bear moreso means that we have certain talents, abilities, and physical and mental limits in regard to skillsets, rather than this being a point on gender and sex.
Now, I disagree to the notion that individuals have an innate, pre-determined purpose, but if Bear is indeed referring to abilities having natural limits, I don’t necessarily object.
