What were you doing before bug occurred: wiping out an bandit camp

in the corner, its says the magic council whereas it was bandits I was killing

Same thing happened to me. I started a threat in Summer Hold and left the area to go chest hunt. When I fought someone in the arena, it said I was fighting the magic council.

it was reported 2 times more or less after the final beta update
all bugs after each update get purged though
