What were you doing before bug occurred: *Someone initiated a threat inside a Town/Village *
Steps to reproduce: They got killed by a Captain and they weren’t arrested AND it says in the chat they were killed by the Captain.

If they had 0 bounty and turned up to someone else’s threat, they could attract the aggro of a captain (by virtue of negative rep) and get killed without going to jail, since only players with bounties go to jail.
They initiated it. I was there the entire time watching.
