Red Council ‘02’ AKA ‘Puppetmaster,’ is a relatively tall and ethereal figure, however their height is still within the reasonable range for humans. We have little knowledge on this illusive figure, with their last known murder taking place in the Nimbus Sea.
Previous encounters describe them as having white hair and wearing a black, featureless mask. They also seem to wear a kimono, perhaps alluding to a background from the Ryujin Dynasty. Beyond this we know little to nothing about them, only that they are capable of killing hundreds in one night without damaging anything.
They were not seen at the scene of their last crime, but the deceased had injuries matching the description of their killing style. Autopsies showed fatal internal damage, but no bruising or large wounds on the body, only small pinpoint sized holes around the neck and shoulders area.
Their last crime was reported by [Redacted Admiral] when they were on early morning patrol, reporting a large number of wrecked ships and over 200 deceased pirates later identified as belonging to the notorious pirate Captain Maria and the Drachmae Pirates. Maria’s body was not found. This case will remain secret.
One pirate was barely alive and lived long enough to tell us this,
“It… came out of nowhere… These thin, silver threads… they just floated peacefully on the breeze, and then everyone began killing each other…”
This was the report the pirate had given before death. We theorize the Puppetmaster has the Metal Curse, and is capable of using it in strange ways, such as creating thin metal strands to pierce bodies from afar and coil inside them to hijack the victim. Once the deed is complete, we believe Puppetmaster destroys their internals.
