Steam already does the same with CSGO items.
Players who’ve flagged the 20m punishment from the anti cheat before could have their name flagged in a black/red color, which would only get removed after 3 months of not triggering said anti cheat.
If you trade items with someone that has a flagged name, you deserve to lose your items at that point
anticheat will only flag people after the anticheat actually detect people of cheating. people can still trade with exploiters before he/she is tagged you know. they wouldn’t know he/she is an exploiter.
The solution there is to only delete items obtained while the cheater is flagged, or to just make all of the items on their account untradable.
