My headcannon is this:
Curse users can create matter with magic, it will be stationary and may have enchanced properties, but in order to animate it, the magic must be applied.
If we talk about natural events such as weather, then i suppose Curse users create such conditions that local weather will infinitely loop itself into creating a desired weather
Very unlikely that it’s no longer canon since the Nimbus sea is covered in things that are the result of a storm curse user permanently altering the environment

It’s probably as simple as Chaos, being one of the forces that created the universe, can tell the Law of Conservation of Mass to get bent.

That is fair, since Curses are probably the magic energy that’s closest to whatever Chaos is made from. Though as an other user said
Now this of course is a headcanon, but it does have some evidence in game, given objects like the Fenrir, Dark Sea, and Veiling Storm. These are all seemingly indefinant Curse Constructs, which have some manner of matter creation attached. The Fenrir is obvious it’s made of the Wood Curse’s energy, the Veiling Storms is similar, likely the water and clouds formed originally were made up of magic energy. The Dark Sea is really the only outlier, but that’s because Acheron basically turned any matter the Curses he had may have produced, and turned it into kinetic/radioactive energy which then did a bunch of wacky stuff to the matter around it.
Now back to violating the Law of Conservation of Energy, is there a limit on how much or how little matter a Cursebearer can create and thus control. This is a question I’ve asked before, but still has no clear answer. However, if the answer is no that creates some fascinating implications, mainly that Cursebearers could likely create black holes through creating a construct dense enough that it reaches its schwarzchild radius, and collapses into a singularity. One the opposite end of the spectrum, if there’s no limit to how little matter they can control, than it’s likely they could split the individual atoms of their constructs, creating nuclear fission. Both options are terrifying, and considering these were powers developed the Olympians, who y’know ruled over the cosmological functions of the universe, it’s likely that one or both of these options is true. Making Cursebearers even more broken than they already are. Though of course this relies on the idea that they even have knowledge of things like density, atomic theory, or any scientific understanding of physics. So likely we wouldn’t see such applications of Curses, until long after the Peacekeeper destroyed most of them.
[Edit] Just realized that technically none of this really breaks the LoCoM, because it is still just transforming energy into matter. It would really only violate said law if they were creating the matter from nothing/an inequivalent source, or if the constructs they created lasted forever, which as was previously mentioned in the thread, they don’t.
