If he killed 71 poison jaws, the 72nd kill would still have a 1 in 7 chance of dropping a ptd, regardless of whether the previous 71 attempts were a fail or a success

He’s saying he got very unlucky and the possibility of getting so unlucky is a problem, not that he should have mathematically been guaranteed the Poison Tooth Dagger.
