What were you doing before bug occurred: I was at Silent Tower trying to find a quest to raise my reputation, but when I tried to talk to them, they wouldn’t do anything when I clicked on them.

I’ve seen this when I tried to talk to a Guard to accept a quest i couldn’t interact with him
i think this is known? i think vetex tried to fix it. just to say if they go into combat they usually work. just lead a bandit or something for it to aggro to. probably too much work but idk
