the poor lvl 23 criminal when some random lvl 140 player pulls up:

Will there be dialogues for Navy, someoneā€™s rival and Evander when a low level encountered them?

rivals would just instantly attack cause itā€™s fully choice to get them in the first place
navy doesnā€™t talk in the first place so either it would count down or they would jump you (since vetex wants villain to have punishments)
evander doesnā€™t attack heroes anyways, so same as navy

yeah the suggestion is to address the fact that level 30s visiting limestone key cant really run from the attack that does 90% of their health with 35% DoT + extra bleed DoT from limb loss
