Considering how Monos is a town that is next to samaria on the map, it’d make sense to have a path up to the top of that bridge spire with a decent little outpost there. It’d have a watchtower and some short walls, as well as a quest and bounty/fame posterboards.
The quest would involve taking on a job to intercept a pirate group report near many islands. After sailing to a few nearby islands and checking if the pirates are there, you would sail toward stormveil and get ambushed by the pirates. After fighting off their leader(a frigate) and the 3 ketches protecting them, you would obtain a bunch of dramcha, good bit of EXP, and handheld cannon. The handheld cannon would have 1 exclusive ability & use cannonball M1s, but otherwise share it’s moveset with muskets.
