So I know magic council guards, soldiers, commissioners, majors, captains, scouts but I never heard of the high magic council, apparently its like the highest rank and I wonder what they are, are they a group or are they a person and if WoM was still being worked on how they would turn out to be

the founders of the MC, probably consisting of curse user pirates like trigno and averill as well as AG (maybe?) or just other powerful wizards at the time of the seven seas

Probably the Council part of the Magic Council.
most of the notable dudes were within the AG hq and those guys got vaporized from durza and the other seas.
would be neat if some former ag member survivors became someone notable and powerful tho
