Silverhold takeover and their nonexistent capture bar

i find it weird that the capture bar in silverhold doesnt appear when influence is under 20%

did something change or does it still need below 20% influence to capture silverhold

Theres a bug if someone already captures Silverhold, nobody else cant capture it.
Vetex we need those server restarts
