Allow me to fulfill your image of a statue with a traffic cone on the head:
Some drunk person in Glasgow once put a traffic cone on the head of the statue of duke of Wellington. It was removed by communal workers the next morning, but it was back the next evening. This has been going on for years, with communal workers taking down traffic cones and the civilians putting them back one, not always on the head and not necessarily just one. Eventually, the original statue got a fake historical plague welded nearby with a whole made-up story behind the prank.
