Just finished reading and i love this idea. I hope vetex makes it canon and add it to the game.

I mean, Death Eaters did exist in HP and they did do some drastic things. Maybe rename it to the Pendant? Or the Pendant’s Circle?

A neutral rep faction.
The DBLC is a neutral-positive rep faction. They won’t allow any outlaws into their ranks, but they don’t necessarily mind working with or doing business with them.

The DBLC’s main goal is to use their Magic Imbued Firearms to establish peace and authority over the seas. They work in close contact with the Grand Navy, however they do not share all information with the GN. They supply the GN with weapons, only giving Magic Imbued weapons to higher ranks of the GN.
They have a secret base underwater, called “The Blue Lagoon”. It has a bar, 12 rooms, 5 bathrooms, and a smithing area.

The DBLC will not attack negative rep players on sight, unless provoked(this means destroying DBLC property, attacking a DBLC officer, etc), however this is not because the DBLC has told their ranks not to attack unless provoked, but because they simply have not given orders to neutralize all negative reputations.

The DBLC is certainly powerful enough to be on equal standing with the GN, however what they lack is numbers. They prefer to use stronger ranks that are genuinely skilled instead of accepting just anyone.

~Backstory~

The Deep Blue Lagoon Company was created by Paul Noriman and Joshua Becks. Joshua Becks is a skilled alchemist-smith and mage, who first came up with(allegedly) the idea of magic imbued firearms. He spent a month creating a magic imbued cannon ball, and imbued it with his magic type, Magma.

He shot it at a test dummy ship and was surprised at its destructive power. It was at this moment, Paul Noriman witnessed this and decided to strike a deal with Joshua. Paul is a Warrior Businessman, who served in the Grand Navy for a year and left to start up his own business, however it failed miserably. Seeing potential, Paul teamed up with Joshua.

Their first company was called “JPARMS”. They disbanded it after being targeted by a group of pirates.
Then, they created DBLC, after recruiting 23 eager smiths, and 16 alchemists. DBLC has been around for a while now. Joshua has a wife and 5 children, and Paul is still engaged to his girlfriend.

~Definitive Main Goals~

The absolute main goal of the DBLC is complicated. Joshua wants to establish peace through his business, and Paul simply wants to make cash.
Joshua and Paul managed to reach a stalemate on their ideals, however, and decided to only sell to outlaws/negative reputations only when it would benefit them or others more than the outlaw themselves, or if the outlaws agree to a contract that makes it so that they are pretty much DBLC property.

Faction based side quests/storylines would be interesting.

DBLC NPCs:
Almost all Lagoons(combat faction of the DBLC) are conjuror’s in order to use their magic imbued guns. Almost all of them.

~Seaman Lagoon~
Weakest NPC. Has a HP pool of 300-400 HP.
(magic imbued shotgun), and the rest in magic. They use a random magic, and will only use self explosions, placed explosions, and beams.
Does not parry, but can block attacks and dodge.

~Officer Lagoon~
400-600 HP.
A decently strong NPC. Can parry, block, and dodge. Can be found with a magic imbued musket or dual magic imbued flintlocks/blunderbuss.
Can use all magic options. Randomized magic.
Sometimes they also can be found with a random weapon. Any NPC above this rank can parry block and dodge.

~Lieutenant Lagoon~
600-750 HP
A powerful NPC. Normally found on Deep Blue Lagoon Merchant Ships.
Uses weapons or a fighting style along with magic imbued dual bazooka’s(only uses when far away, normally only uses fighting style in close range). Sometimes uses a magic imbued wheelock.

~Commander Lagoon~
800-1000 HP
A very powerful NPC. Almost all commander lagoons are pure warrior or pure fighting style, but use a randomized magic imbued weapon.
Very fast.

~Captain Lagoon~
1000-1750 HP
A super powerful NPC. Has a random pure build(warrior, mage, strength, etc), except for a pure defense build.
Attacks are devastating, powerful enough to sink a ship in two hits. Normally found on DBLC Merchant Ships.
Uses a special Magic Imbued Gun, a Magic Imbued Scoped Rifle(can one shot if you aren’t careful). Very dangerous, but avoidable. Only uses this when at a long-medium range.

~Admiral Lagoon~
1750-5000 HP
Found at the DBLC Tower and the DBLC Underwater base. Uses a random pure build except for warden.
Uses another special magic imbued gun, a magic imbued gatling gun. Extremely dangerous, not recommended to fight at all.

DBLC NPC Crafts

~Deep Blue Sea Strider~
A speedy submarine, usually carrying 12-20 DBLC Lieutenants. Normally used for transporting confidential items, or for battle.
Capable of one shotting a ship with a special torpedo:
A regular looking torpedo on the outside, but on the inside it is filled to the brim with Magma magic. A total ship singer.
Not necessarily magic imbued.

~Deep Blue Lagoon Sea Chanter Galleon-ship~
Commonly referred to as “Sea Chanter Galleon-ship”, its name is basically what it is. A galleon that spreads a homely tune, normally jazz, for their customers to feel at home on the ship. Complete with almost 20 rooms, a huge galleon warship that is used for merchandise.
A powerful ship that carries 30 Lieutenant Lagoons, 50 Officer Lagoons, 2 Captain Lagoons(co-and captain), and 3 Commander Lagoons. Has a small chance to have an Admiral Lagoon at the lounge area(bottom deck).

If you aren’t stupid enough to attack one of the many adversaries on the ship, you will be welcomed with many high tier weapons and items to buy. You will not have access to the Magic Imbued Weapons until completing Pauls quest, “Trustworthy Ally”.

description: The midnight watch is a quiet, powerful, and efficient force that works in the shadows, because pretty much every midnight watch member is a shadow user. They believe shadow magic is misunderstood, and strive to help it’s reputation through protecting citizens from danger as well as taking down notorious pirate ships with extreme efficiency. The only magic they seemingly have prohibited from joining their ranks is “dead revival” since that’s the only inherently evil magic to exist. Their leader is believed to use sacrifice magic.

The Alliance: Possibly forming at the end of the storyline, a coliation between the Assassin Syndicate, the Grand Navy, the Kingdoms of the War Seas, Pirate Clans and the Greenwish Cultists against The Order of Aesir.
