Which enchant is more efficient?

I know in WoM either powerful or hard was more efficient but I also know enchants got rebalanced so I’m less certain

For a balanced attack defense / speed set should I enchant cernyx gear strong or carina gear hard?

I wanted to test this out but it would’ve taken too much effort, i assume it’s like WoM where enchanting powerful gear with Hard was better but I’m not sure
