Todoroki can superheat the air and create an explosion (Flashfreeze Heatwave), it’s how he beat Deku in their first fight.
Deku in-anime can only maintain a constant 8% rn which would be able to smash ice but he would still struggle greatly against Todo. He can use 20% but it strains his body and 100% but he breaks himself.
If he tried 100% and he’d lose like in the first fight, espec since Todo openly uses fire now. If he tried 20% he would just overwhelm himself, and his 20% air-flick strat wouldn’t be enough.
It would basically just come down to whether or not Deku could use speed overwhelm Todoroki’s defenses, which is extremely difficult.
Don't know much about in-manga but from what I've heard Todo prob gets slapped.
