I think that character is part of “A brutal fight” in chapter 2. Since he uses a curse, and since the player goes to the myriad and initiates a cutscene with neviro talking about curses, it’s make sense right?
like the sand curse? or is that not canon in AO lore

makes sense, but it doesn’t make sense on why would we go fight elius instead of him? After the “brutal fight” part we find some kind of mysterious symbol which leads us to myriad to talk about them with neviro. I don’t think curses really represent any sort of symbols since curses are literally just cubes. These symbols lead us to the order and their hideout where we fight elius, but you could be right, who knows.

The end of the trailer officially confirmed that the game would be coming out in February of 2023.

Even if the game is releasing in the later half of February it’s at the very least not April or March
