ramses if i remember right was entirely mindless and just got revived after a very long time so he was probably way weaker than he wouldve been otherwise (note im remembering from arcane reborn too not AA)
another more likely explanation is that its been like 8 years since ramses was made and vetex wasnt thinking as much about logical powerscaling
