does anyone know how to calculate str wep skill requirements?

Skill point req divided by 2
e.g. a skill with a 100 req with require 50 str and 50 wep

i mean like how does it work in the
- WeaponLevel x 2 + (Cost of the Skill) - 30 for first 2 skills
- WeaponLevel x 2 + (Cost of the Skill) - 30 + 10 for 3rd and 4th slots.
- WeaponLevel x 2 + (Cost of the Skill) - 30 + 210 for 5th slot (Ultimate Art).

i tried calculating and it just didnt match up ingame with the 65% (although my main goal is to calculate with 60%)
im stupid but i am curious and wanna figure it out
