Itās garbage in pve too.
For naval pve it has niche uses finishing off a ship thatās at like 100 hp but no more than that cause it doesnāt give ship loot
For naval PvP Iāve seen some success boarding and sinking someoneās boat if you use heavy exploding shells ig

If it did for you the you passed the naval combat damage reward threshold. Iāve heard that itās around 60% of a shipās max health.
