Normally yes. If you happen to be charging an attack when she decides to use quickdraw, things get a little more difficult.

By charging I was more referring to the start and endlag where you are stationary, but worded it poorly. Quickdraw itself is fast enough to do a lot of damage in the time it takes to fire one blast
