Guardian of the Sea is common these days, and the treasure chart chests were probably just done in a hurry to get the next note or something, consider it more of a random win than a weird thing.

it could be sailor but glitched and he didnt move, or it could just be a glitched npc in their standard t-pose
Mhmm, fair enough. I’ll go on a hunch and say that it’s a glitched Sailor style NPC, I don’t think it’s a t-pose since the arms are bent
For the record, it could be an A-Pose. If whoever the animator for AO is animates with an A-pose for a base instead of a t-pose, that might just be an error that makes his default the one that’s used in-game.

I think you’re right, that is the Sailor Stance.
The reason he’s not wobbly or has an aura is because he has no seawater energy.
