how would you change guns to make them more equal to swords and other melee weapons in a modern fictional setting?

You could make it so that imbuing powers onto a bullet is harder than normal weapons because the imbuer cannot see the bullet they’re trying to imbue, making it more difficult than, say, a sword, thus requiring the gun to have expensive modifications for normal imbuement (transparent components)
And/or imbuing the bullet can have adverse affects on the gun firing chamber and barrel, thus requiring more frequent maintenance and also possibly making the weapon and projectile less stable

It could be that channeling your magic into it when you fire a bullet would hurt you due to the discharge
One concept could be that magic is dampened by certain materials, so melee attacks prevent the enemy from using magic temporarily.

This would also allow for armour that resists bullets to prevent the user from using magic, so you trade out damage for defence when wearing armour.
