Sir Haddock (guy who gives Seafaring Talent) is at Port Mistral, more specifically the smaller island (that is where I found him, though I’m not sure if he moves). I believe the darkness talent is given by a ghost that occurs in different areas in a server. The Juraserva questline (which gives a talent Im pretty sure from a picture I saw) is given by Hale, who is at Cassia Bay. You can find him in a little hole near a sailboat. Also, where did you find the sentinel and steal talents?
Captain one spawns randomly like Stealth talent and Sir Garen. The first time I found him was at Monos Island
I’m pretty sure the Juraserva one is the only one who doesn’t move
