I feel like the Navy is involved with them, like they mention they turn in criminal skulls to them in exchange for a reward. WHAT does the Navy need skulls for??

The bounty posters clearly state “Dead or Alive“. The “reward“ here is the “sum of drachma, awarded for bringing in the criminal dead“. The skulls are merely a proof that the criminal was indeed captured and killed.

Gravy don’t need the skulls, they only need a proof. Idk how does Gravy know whether this skull actually belonged to Jamie the Shoplifter, or it was picked off of a random civilian
