The first sentence is saying that he’s the overarching villain of the Bronze Sea. He wasn’t even there.
As the person who changed that from major to overarching, lemme explain how an overarching antagonist works.
An overarching antagonist is a character who does not necessarily appear, but does have great influence over the plot, normally in being the cause of one of the causes for the main antagonist’s (in this case Calvus’s) position or ideologies.
Nero fits this well enough.

While technically without him a lot of the things the protagonist goes through wouldn’t have happened he’s not actually pulling any strings here. He got arrested like 100 years ago and as far as we’re aware has no idea nor control over what’s happening in the Bronze Sea. Every obstacle the protagonist faces after Shura is in someway pretty closely related to Calvus. Iris is attacking Frostmill because Ravenna kidnapped her dad, the order is up in the sky islands because they need to catch Beringer for info on where the death curse is, and chapters 3 and 4 need no explanation for how Calvus is related there. Literally everything opposing the MC in the Bronze Sea is a pretty direct result of Calvus’ actions.
While Calvus does want to be like Nero, Nero is actually trying to make him do anything. If anything the Order is much more fitting in this regard as they do actually directly influence Calvus rather than just being an idol figure who in reality doesn’t know anything about what’s going on the in Bronze Sea. However, if we’re talking specifically about the Bronze Sea, then Calvus is 100% the overarching antagonist there. He’s influencing basically every antagonist there besides Shura. Him looking up to Nero doesn’t change the fact that in the Bronze Sea he is the one responsible for most opposition in the Bronze Sea. Nero did not actually do anything to make him do the things he did.
Nero is just too separated from the events at hand and if we consider him the overarching antagonist then we can basically call anyone who’s existence the current situation technically depends on an overarching antagonist. Nothing that happens in the Bronze Sea is actually something he was trying to make happen nor is anyone in the Bronze Sea actually under his thumb. He just doesn’t really fit very well.
