I thought that only applied to legendary spells techniques and artisan weapons, and that hybrids could use ancient powers and non-artisan legendary weapons or did i remember it wrong?

This is true but the reason mages get a second magic is only because of more spell slots bcuz as a mage you get literally all the rare/lost spells and you need a lot of slots for them
