okay so my theory
she seems to be pretty good at not getting seen or sensed, since she has gone undetected for like 10 years and 5 years after she was ākilledā, so it makes no sense that she would be found during the night, where hiding would be the easiest.
so what I think is that she might be the leader of a small group of people, and got those people to be witnesses to her killings only to describe another person in the group. Then after a while, this other person would be found by the grand navy and captured or killed, and the case closed. knowing the grand navy, they probably wouldnāt dare announce that the confirmed kill of a notorious killer failed, which basically lets Mizeria do whatever she wants because the gravy isnāt going to look for her anymore.
either a group of people recreate her assassinations, or itās phantom pain B.S where either the ākilledā Mizeria was a body double, or Mizeria truly died and someone manipulated to be like her / replicate her style took her place
Yeah it could be likely that thereās some sort of Mizeria fan with a twisted sense of reverence that decided to continue the style for reasons incomprehensible to sane beings

I have a theory that she can move her spirit to another body. Possessing that body and committing murders. The body might be a random civilian from some random place and she might be using some sort of spirit relic to do it.
How would the relic move to the new body? Thereās a chance that Mizeria stores her spirit in the relic and whoever wears it will be possessed. In this case, thereās a chance that some poor navy got possessed, sailed out somewhere to kill someone, but might also get killed in the process, the relic gets picked up by the person who killed her and worn as a trophy, only to get possessed by her.
This would also explain why she is so elusive because she keeps switching bodies. The bodies might also transform to look more like her since spirit seems to be able to alter appearances when used skillfully.

There are a lot of ways Mizeria could have done it. From appearance manipulation via spirit weapon or being just extremely professional, to being actually dead and having a fanatic or group of fanatics, who tried to recreate her image. Probably we wonāt get answer until questline is done.
