Kelia seems interesting because thus far in the story and in general I feel like she doesn’t have a major role aside from going to rosehendge with Iris and her bodyguards. I think she would be the most likely out of the other Generals and the Captains.
there are a lot of options I see here and if Vetex decides the new QM’s aren’t just gonna be the NPC’s who dream to set sail someday, that’ll be a surprise to see

How so? It’d be nice to see her again considering she seems like an interesting npc ngl, plus there’s one kingdom being built and she’s most likely the one who is building it. Possibly she needs our help by recruiting people for her kingdom and for that to happen, she needs to gather influence and she could do that effectively under our crew or something since we managed to complete her quest, hence becoming a quartermaster in our ship.
I’m not denying the character is interesting, just saying that, iirc, she holds a special place in part of the community’s minds
