Honestly your build doesn’t really need the extra power.

If anything you should be putting whistling on your gear to get the last 38 agility you need to upgrade your dodges.

Yes, the only way to obtain the blasted modifier is by digging up a treasure using a treasure chart. Sunken armour/tools is only obtained from fishing, getting blasted on a sunken piece is impossible (For now, maybe vertex will add buried essence or something)
