Finally a quest that forces you to read.
We don’t really have any information about the mechanics of the library yet. For all we know we won’t have access to 99% of the library once we first visit it and then have to earn access to the rest of the books over the course of the story. Or maybe we will have access to all of them as soon as we get to that chapter who knows lol
Well maybe since the existence of the seven seas is unknown in the war seas, they just claimed it was “every book” since it was every book currently known to that side of civilization. That’s just me speculating tho
