There will be mutiple, most notable being Grand Navy NPC ships but mecenary ships, mechant ships, and kingdom ships, alongside others, might be added.

Merchant ships with a lot of cargo should definitely be added, would lets us feel like pirates. 
Or you could just raid player ships hauling cargo
