Idk, the storyline makes you think otherwise, you collect some clues for an order Baron and then you reveal them and then the next thing you do is fight argos so it’s possible that argos is the order Baron that’s revealed

I assumed that the Gravy was a peacekeeping force and the Kingdoms lead themselves (And also fought against each other hence the war seas)

In my opinion, I don’t think the order will have direct control over the kingdoms.

yeah for now but vetex could make other npcs be able to become rivals later

Im pretty sure it “Hauntable NPCs” only feature

but hero npcs are huntable

Yet only bad rep npc’s can be “rival”-ed

Added the “Rival” system, which allows you to make any huntable Wanted Criminal NPC be your Rival if you successfully hunt them 3 times.

well both heros and criminals can hunt them

yes i know but im just saying that there is a possibility hero npcs could also become rivals in the future

Fort talos is a base for Ravenna, not the order, and General Argos is a general of Ravenna.

Other than that I agree that bandits jailing heroes and letting them go wouldn’t make sense
