I assumed that the Gravy was a peacekeeping force and the Kingdoms lead themselves (And also fought against each other hence the war seas)
In my opinion, I don’t think the order will have direct control over the kingdoms.

but hero npcs are huntable
Yet only bad rep npc’s can be “rival”-ed
Added the “Rival” system, which allows you to make any huntable Wanted Criminal NPC be your Rival if you successfully hunt them 3 times.
well both heros and criminals can hunt them
