Imagine rowboat are completely unupgradable (a highly likely outcome)
Pretty sure they can’t have sail upgrades obviously, but I think they will be able to have at least Hull upgrade
also most likely won’t have any slots to put stuff on, so rams are a no go.
Imagine a dude with a maxed ram rowboat destroys your newly bought Ship of the Line
