Apparently yes the navy knows that we are one of the guys who killed Argos however I think the relationship between both Keraxe and the Navy are very bad that the navy will eventually ally with us
Keraxe still did sign a treaty that allowed Gravy supremacy over the seas, so there clearly is some relationship between the 2 that is at minimum cordial.

Even used this as a plot point in one of old ao stories:
