Its on armor i think but im not 100% sure on weapond but it will be on armor for sure

Could be enchants but it could also be armor only. Hell even atlantean weapons might innately give it

I wonder how attack speed will affect the surge spell…
Will it affect range? Endlag/Startup? Tick rate of damage (spell can apparently be held for a continuous 8 seconds)
