The trello Network is now being updated constantly.
There is:
Quests, NPCs, Areas, Areas-, Data, Inventory, Extra, and Timeline.

Since we know Jaw Pirates we’re the bottom one since Vetex has a clan with the same logo and name in AO test universe, we can deduct that the one above is most likely the Spire Bandits
Do you think they have control over the location? Is that why everyone is presumably gone?
Well the Jaw Pirates are supposed to have control of Redwake.
Reason 1: It explains in “Helping Hundi” Side Quest that they invaded Redwake
Reason 2: Jaw Pirates NPCs are scattered all over Redwake
Reason 3: Their banner is literally up.
As for Spire Bandits, they are possibly in cooperation with Jaw Pirates?
