Should I put Warren or Wotan as the fourth and the other one as the fifth for the time being? Mainly as a placeholder rating, until we get more info. From what I understand from what Warren said, the two are very evenly matched

Idk if this is a hot take (maybe a lukewarm take) but I think Valencia should be on this list, probably towards the bottom. Not only is she the head of the superpower that opposes the One Shot Pirates, she has had an Elemental Curse since before the Fracture, same as Warren and Wotan. And before anyone points out she was killed by Durzaā€™s big boom, I honestly doubt Warren or Wotan could tank an explosion that literally destroyed half of a sea cluster either

Also unless the Peacekeeper is excluded from this list they should definitely be on it
