these are the commanders on the heavily armored navy ships that spawn when you get a high enough notoriety so they’re probably the exception
because I’ve seen normal navy commanders that spawn on islands in smaeria that go up to lv 260
heavily is prob for like rear admirals to spawn on and the lvls that rear admirals spawn as lvl
400-1600… it says that on te wiki
