Quests would be cool. If the rare scrolls really are such an issue, we could have some sort of guild/merchant (or whatever is thematically fitting) and they could give you a rotation of items as reward/ have a loot pool you personally have influence over for completing their quests. The quests themselves could then be a rotation of semi-common activities. It could help retention as many games employ this mechanic for that reason and alleviate this sort of concern by effectively adding a pity system.
Seems harsh. If we always compromise artistic vision we end up with bland reskins of the same game over and over again because its ‘optimal’ beep boop. I reckon good game mechanics emerge somewhere in the middle, you need to tie worldbuilding into the gameplay to make a world instead of a sandbox coloured in a different shade of sand.

I think using a spell or technique scroll should unlock it permanently (you can create it in the spell creation screen anytime)
So you don’t have to use new scrolls everytime you switch around your spells/techniques

I can see what you’re pointing at but ultimately doesn’t the marketplace fix the issue of obtaining them? There are countless players in the game and especially more in Full Release which is coming in a month and a half, there’s a high guaranteed chance that the scroll or item you would need is in the marketplace, unless it’s a valuable item.
All you really need to gather would be galleons since they’ll become much more valuable in Full Release with how Fleets became a huge galleon sink, fixing the currency inflation that the current state of the game has. If you don’t want to grind or gamble for them, there’s always the option of using currency to buy them off in the marketplace. There’s a limitless amount of players willing to trade for currency after all, the question would be the timing they’re online.
TLDR: Just because you didn’t get lucky doesn’t mean you can’t buy them off of other people.
Which is why I immediately after mentioned that it messes with both.
Besides, video games sell an experience, not just game mechanics.

My big issue is that scrolls are consumed to get the ability once which actively discourages experimenting and will push players to all use samey builds.
This could be solved by having a spell scroll unlock the spell permanently for at least one magic.
Maybe you could have it only stay unlocked until you change that magic as well to keep a reason to use them.
Alternatively, increase the chance to drop a spell scroll from sealed chests (especially ones that are harder to get like nimbus and dark chests), same with exotic enchantments. Increasing their frequency means that it’s easier to find what you need through exploring or through the player market.
I see no downside to making learning lost skills permanently unlock them. No number of drop chance buffs or methods of getting the scroll you want guaranteed are going to solve the unnecessary tedium caused by finding a lost skill scroll, using it, and ending up being unsatisfied with it, especially if you replaced another lost skill with it, until it gets changed and you want to try it again.
There is definitely no downside if you’re playing the game alone, though so far the mechanic itself is designed in a way that interacting with other players is encouraged to get what you want. As of right now, scrolls are one of the easily grindable items that costs for more than 2K for PvE players and there are countless amounts of both PvP and PvE players looking for scrolls, it’s tedious for sure but it helps people who grind the dark sea for sealed chests and other activities some extra currency.
I just want something that will make getting specific spell scrolls a bit easier
Imagine in a few years time when there may be well over 50 spell scrolls and you want a specific one, the ungodly amount of time it would take to find it outside of trade would insane
i had this stupid idea of rolling the 1/60 chance for every spell scroll individually, but that would probably cause tons of lag and also destroy the economy lol
