Magic does not start elemental the “bs magic that makes everything work” Is environmental and internal magic energy that everybody and everywhere has.
It can be shaped willfully into an element by somebody with the ability to create magic circles or subconsciously by others depending on their intent (training legs to become hard as steel would subconsciously coat their legs with iron drawing from environmental neutral magic energy) my guess as to why this happens is because Chaos is an active entity who benefits from the use of chaotic magic energy and thus does what it can to spread its influence to as many as possible.
I’ve always thought of it as closer to (forgive me for the comparison) drowned gods from deepwoken, where it doesn’t actually intend to do anything but is just so powerful that it naturally effects the world around it to a significant degree
that can also be it, though that is much closer to the description of creation in my head. Chaos can only manifest itself when a truly heinous act of destruction or sacrifice is performed it seems which is much more likely to occur when a bunch of people are slinging island sized orbs of magma, or massive concentrated balls of pressurized air from their fists.
