No, in World of magic we are just a average joe which was lucky to be born with magic, it would probably stay the same with TGR

Vetex didn’t say he’s dead. Kraken was killed by peacekeeper, but Cthulhu want confirmed to be dead or not. Since Vetex never had a confirmed set of abilities for him and stuff, not even he knows if Cthulhu would be alive or not.
