I think you need to spam insanity potions on him to worsen his sea mutations, which reduces his health slightly but causes him to become much more powerful.
You also need the trait “Insanity of the white eyes” to apply a fear effect on him, after that its all up to your skill and dodging, just gotta spam potions till he dies
