I doubt he could be apart of the Order. I believe when he goes to Fort Talos or some other Ravenna place he says that no one can know that hes there. Someone who’s in the same order as the people high up in Ravenna wouldn’t try and be undetected unless they were on the opposing side of the order.
Man, this is War seas, its weird to believe to someone who appears in cloak during middle of the story and hide his true name until end of the Bronze Sea lore.

They have picked a lot of things from AA and not many of them got a giant change, so I think he will just be second Theos, I doubt he will be an evil dude.
If honestly I feel bad when I see things which are looks like basic re-texture of AA moments.

Warren committing Winterveil on Ravenna?
Not even needed, the legion is missing its general AND its king AND its biggest fortress.
The only thing we know of that could possibly really stand between any invading kingdom and effortless takeover would be Julius.
Protagonist will take care of him later. (Not 100%)
- From dialogue during story, soldier says thats hundreds of soldiers were injured when Fort Talos was destroyed.
Probably roof dropped down and killed / injured even more than hundreds of soldiers.
So… no army, half fleet, no general, no king.
Everything caused by protagonist which was trainning just 1-2 months.
Lol, even not every curse user is able to do that.
I don’t think Azura will make genocide killing every citizen in the Ravenna just because of 1 curse user.
I mean… thousands of lifes, Azura could destroy Ravenna and steal everything from it, but not make such a genocide.
Lol I know, I threw that to revive the topic. But yea, Azura either invades now and loot what little they have, or wait a bit for Ravenna to recover and settle with them at a later date. I’m thinking possibly an ultimatum or something will be sent or something. War just seems unnecessary due to how crippled Ravenna already is.

In principle, yes, given that Warren knows that Neviro will go to Ravenna to convince people of the dishonesty of the past king.
But my theory is: Warren knows thats Ravenna was fully controlled by the Order and Protagonist fully destroyed every influence the Order had in the Bronze sea, expect Commodore Kai and Julian, first one is just a member, not more, but Julian seems to not be a part of the Order or if he is, then our gang will kill him in Nimbus sea or when Vetex add all islands to the Bronze sea.
(Warren may come back to Azura and report the so-called Order, or that the assassins who killed Beringer have been killed).
