What makes someone one of the 11 Unknowns?

Is there an in-lore explanation for what being an Unknown actually is? Is it simply a list of the most powerful things in existence, or does it actually have some significance? Who make the list? Who decides the rankings?

Why is Chaos (a completely alien and probably non-sentient force of nature) Rank 1 on the list, when all (or most) of the others on the list are actual sentient beings that inhabit a body?

Cursebeard and his crew were strong enough to sack Mount Olympus and kill Prometheus (we don’t know what happened in the big showdown though). Both Poseidon and Prometheus were Unknowns, but why wasn’t Cursebeard? Was he actually just weaker than both of them?

weird power scaling system that determined the strongest beings in the world, with weakest being able to flatten cursebeard in a matter of seconds with a single curse. barely worked properly without causing some problems in the lore
