Iām a bit mixed on this one. If I knew for certain the one doing this was an adult, Iād completely agree and write him off as a stain on society.
A teen though? Ehhh, still a pretty nasty thing that I absolutely will judge him forāpossibly for the rest of his life. But it may be worthwhile to consider that change is possible.

he was a little fucked up in the head but he had the opportunity to grow and have some sense beaten into him for the past (almost) two years. I really donāt speak to him enough to know him well but I know that he isnāt a complete dumbass anymore

I personally wouldnāt let him back into forums at all for WAY longer than just 2 years either way. If he got let back into the place he got banned from for such a thing I find it harder to imagine he did actually change
at the very least I imagine the mods know?
tldr i think he could change given how young he was but if youre even thinking about writing it off easily do not do that (also he shouldnt be allowed the forums anymore regardless)
from my own experience with other people this takes a lot longer than just 2 years to change fromā¦ i hope youāve actually checked instead of just writing him off like ive said already
