1000 lvl is the maximum lvl of those items, it doesn’t means that they should reach that lvl.
Right now I have seen only amulets to have 800+ lvl.
But yeah, list is old and most likely outdated, but since titanium set is released, then maybe some of the items will be obtainable?
Normal Empyrean set is lvl 250, so in Nimbus sea we will learn, if this list was fully dropped or items are still getting added using it.
